Financial Profection for Sickness Benefits and Paid Sick Leave using the NHIS Cohort Data Base

Abstract
Sickness benefits and sick pays are crucial to address deteriorating health and health-related poverty in particular for precarious workers. In this sense, our study proposes a double payment arrangement for sick leave schemes, and estimates the costs of those schemes. On one hand, there is a period of sick pay by the local government for local subscribers of National Health Insurance who are not entitled to leave from their work. On the other hand, after this period, the national social protection system directly covers costs for universal sickness benefits. We analyze the cost of sickness schemes based on different income levels (median income 100% and limitlessness), duration (maximum 10~180 days), payment arrangement (fixed-rate, flat-rate), and range (South Korea, Seoul). For data analysis, the NHIS sample cohort and the National tax service database were used. We expect that our study, the first Korean study designing ideal sickness benefit rates, will lay the foundation for sickness benefit and sick pay implementation in South Korea to protect precarious workers¡¯ health and lives and, ultimately, promote population health.
